Portability applies to families moving out of or into the Phelps County PHA's jurisdiction. Our jurisdiction consists of Crawford, Dent, Gasconade, Maries, Phelps (except the City of Rolla) and Washington counties.     

FOR SECTION 8 FAMILIES MOVING INTO THE PHA AREA:

For families moving into the  Phelps County PHA area with a Housing Choice Voucher the Phelps County PHA will issue its own voucher to the family within fourteen (14) calendar days, as long as the initial voucher has not expired or at the convenience of the person porting. If the initial voucher has expired, the family shall be referred back to the Initial Housing Agency.

Phelps County PHA will determine the family unit size for the portable family. The family unit size is determined in accordance with Phelps County PHA’s subsidy standards.

In order to provide tenant-based assistance for portable families, Phelps County PHA will perform all Housing Agency program functions, such as reexaminations of family income and composition.

Although, Phelps County PHA will promptly issue a voucher to an incoming portability family, it will still subject the family to its normal screening procedures. If the family fails to pass the screening thresholds, either the voucher will be revoked or the family will be terminated from the program, if a unit has already been leased.

Families currently being served through the Phelps County PHA Housing Choice Voucher program should contact their coordinator for instructions for retaining their assistance when moving out of the PHA service area.
