..... Permission is requested for MRPC’s chairman and/or executive director to sign an addendum to its contract to provide administration of Ozarks Rivers Solid Waste Management District to add projects to the scope of work and for additional funds to cover those costs.
• USA Tours
Permission is requested for MRPC’s chairman and/or executive director to enter into a Memorandum of Agreement to work with USA Tours to provide commuter transit services involving Ft. Leonard Wood, Rolla and Lebanon, Missouri.
• ANE Contracting (Steve Dalgerry)
Permission is requested for MRPC’s chairman and/or executive director to enter into a contract to provide asbestos sampling of an old gas station in Devils Elbow, Mo. for ANE Contracting.
• Rolla Fire and Rescue
Permission is requested for MRPC’s chairman and/or executive director to enter into a contract with Rolla Fire and Rescue for the development of an Assistance to the Firefighter Grant application. The city of Rolla will provide allocated hours for this project.
• Doolittle Rural Fire District
Permission is requested for MRPC’s chairman and/or executive director to enter into a contract with Doolittle Rural Fire District for the development of an Assistance to Firefighter Grant application. The city of Doolittle will provide allocated hours for this project.
• Freeburg Fire Department
Permission is requested for MRPC’s chairman and/or executive director to enter into a contract with Freeburg Fire Department for the development of an Assistance to Firefighter Grant application. The city of Freeburg will be provide some allocated hours for this project.
• Meta Fire and Rescue
Permission is requested for MRPC’s chairman and/or executive director to enter into a contract with Meta Fire and Rescue for the development of an Assistance to Firefighter Grant application.
• Genesis
Permission is requested for MRPC’s chairman and/or executive director enter into a contract with Genesis of Waynesville for the development of a USDA Rural Development loan/grant application for building construction.
• Homeland Security Oversight Committee
Permission is requested for MRPC’s chairman and/or executive director to enter into a grant agreement with the Region I Homeland Security Oversight Committee for grant funds for a volunteer and mass care/shelter development project and interoperability planning.
• Phelps/Maries County Health Department
Permission is requested for MRPC’s chairman and/or executive director to enter into a contract with the Phelps/Maries County Health Department for tabletop exercise.
c. Meramec Regional Development Corporation Board Appointments
Nominations to the Meramec Regional Development Corporation (MRDC) board, which oversees Small Business Administration and Revolving Loan Fund (RLF) loans, are made by the presiding commissioner of the affected county.
• Pulaski County
Bill Ransdall, presiding commissioner, nominated Gerry Lewis from Bank of Crocker, to a term on MRDC’s board.
If no objections are received from MRPC’s board, Chairman Reed will appoint Mr. Lewis to the MRDC board.
d. Transportation Advisory Committee Appointments
Nominations to the Transportation Advisory Committee (TAC) are made by the presiding commissioner of the affected county.
• Maries County
Ray Schwartze, presiding commissioner, nominated Richard Huse to the TAC board.
• Phelps County
Randy Verkamp, presiding commissioner, nominated Larry Stratman to the TAC board.
If no objections are received from MRPC’s board, Chairman Reed will appoint Mr. Huse and Mr. Stratman to the TAC board.
4 Presentation on the Homeland Security Advisory Committee and Grant Projects in Region I: Tammy Snodgrass, MRPC environmental programs manager:
Tammy Snodgrass will review the regional Homeland Security initiative and how the advisory committee is structured and what its responsibilities are.
Additionally, she will discuss the state-approved grant projects, including a staff person to assist with volunteer and shelter development and interoperability planning, that will be started in Region I.
5. Board and Committee Reports
a. External Relations/Membership Committee: Laura Antolak, chairman
The External Relations Committee will meet at 6 p.m. to discuss board vacancies for transportation and emergency management; develop slate of officers for the May election; and update board policies.
b. Operations Committee: Jesse Jarvis, chairman
The Operations Committee will meet at 6 p.m. to discuss minutes, financials statements for the period ending March 31, 2007, salary comparison, personnel policy change and MRPC/MRB reserves.
c. Planning:John Petersen, chairman
The planning committee will meet at 6 p.m. to discuss feasibility of sending agendas via e-mail; consider a resolution of support of Senate Bill 389; and continue planning of the Strategic Advance.
d. Grant Update: Amy McMillen, staff
Amy McMillen will report on grants submitted and funded since the last meeting, application deadlines and funding availability.
e. Housing Advisory Board: Ron Jost, vice chairman
No report is expected.
f. Environmental Report: Tammy Snodgrass, staff
Tammy Snodgrass will report on solid waste activities.
g. Homeland Security Oversight Committee: Tammy Snodgrass, staff
Tammy Snodgrass will report on HSOC activities.
h. Meramec Regional Emergency Planning Committee: Tammy Snodgrass, staff
Dawn Warren will report on MREPC activities.
i. Business Loans: Tom Klebba, at-large representative for business loans
Tom Klebba will report on loan activities.
j. Transportation Advisory Committee (TAC): Gary Brown, co-chairman for District 9.
The TAC will meet at 4 p.m. Gary Brown will report on that meeting.
k. Meramec Community Enhancement Corporation: Connie Willman, staff
The MCEC met on March 13 at MRPC. Connie Willman will report on that meeting.
l. Workforce Development: T.R. Dudley
T.R. Dudley will report on workforce development activities.
m. Director’s Report: Richard Cavender, executive director
Richard Cavender will report on current activities.
