TAC Meeting Minutes
February 14, 2008
Call to Order & Welcome:
District 9 Co-Chairman Gary Brown, called the February 14, 2008 TAC meeting to order at 4:07 p.m.

Approval of December Minutes:
A motion was made by Donald Dodd to approve the December 13, 2007, TAC meeting minutes. Ed Worley seconded the motion. The motion passed.
City of Cuba Enhancement Project: Bob Baldwin, City Works Administrator
Bob Baldwin presented the revised Bike Trail/ Sidewalk Pedestrian project for the City of Cuba. The project is going to be switched to a new location due to budget restraints and poor citizen input. The relocation and new project design will be less costly then the original design. Cuba needs concurrence from TAC in order to get this approved from MODOT – it is using the same money as the original project. Project total would be $211,000 the original project was $217,500. Norm Herren, City of St. Robert supported the change in the project.
John Petersen recommends approval of the change of the project as submitted. Russell Schuelen seconded the motion. The motion passed.
Report on Pulaski County Hwy. 17 Bridge Replacement: Robby Rakestraw, MoDOT District 9
Robby Rakestraw updated the committee on the Pulaski County Hwy. 17 bridge replacement project. The project has changed slightly due to conflicts with Robideaux Creek. DNR had concerns about the original project with there being enough room to build without destroying the creek bank or creek bed. MoDOT has changed the alignment of the bridge and footing placement to meet with criteria required. MoDOT will be able to build one lane and alternate traffic toward the end of the project so the bridge will not be closed during construction. Most of the construction (95%) will be worked while traffic is still moving on the old road. MoDOT is still waiting to hear back from Federal Highway Commission for final approval. The gravel road near the bridge will be closed for about 2 months toward the end of the project. Price of the construction is still the same. Bruce Harrill, Waynesville, committed that the citizens seemed happy with this decision and he supports the decision as well.
Bruce Harrill made a motion to support the new plan for the Pulaski County Hwy. 17 Bridge. Norm Herren seconded the motion. The motion passed.
Review of the Public Transit-Human Services Transportation Coordination Plan: Bonnie Prigge
Bonnie Prigge distributed a tentative plan and gave an overview on the process used to develop the Public Transit-Human Services Transportation Coordination Plan and shared the recommendations from the public transit committee. Bonnie discussed all the surveys, results, and meetings that were held regarding the Public Transit needs for the Meramec Region. Bonnie asked the TAC committee members to review and comment on the findings and to recommend this transit plan to the MRPC board.
Norm Herren made a motion to approve the request to present the Public Transit-Human Services Transportation Coordination Plan to the MRPC board for adoption. Diane Crouch seconded the motion. The motion passed.
AASHTO Self-Assessment: Connie Willman
Connie Willman distributed an evaluation for the TAC members to fill out. She commented that the American Association of State Highway and Transportation Officials (AASHTO) have established this self-assessment framework for state transportation agencies to determine public involvement effectiveness in their areas.
This evaluation is a way to determine if public involvement is effective. She encouraged the members to fill out the comment areas of the assessment.
MoDOT Updates and Staff Reports: (As time allows)
Districts 5 and 9 Engineers updated the TAC members on local projects.
District 9: Robby Rakestraw
There was a public meeting concerning Route 28. Citizens would like to have stripes and rumble strips and wider shoulder width. MoDOT construction of the overlay will begin next year. Area that will be worked on runs from I-44 to the south city limits and a small piece with-in the city limits.
Planning workshop will be on 2/28/08 at Willow Springs
District 5: Mike Dusenberg
No constructions projects currently in the Meramec Region
Hwy 63 EIS study. In the process of reasonable alternatives and screening. Plans to bring the information to a public hearing sometime this summer.
One project this summer in Osage/Maries County area from Route P near Freeburg to the Gasconade River – will put resurface on Hwy 63 – this is with the Better roads Brighter Future project. This will be an resurface/overlay project that will pave shoulders and put on rumble stripes on shoulders and center lines.
Planning workshop coming up next Friday 2/22/08 from noon -2:00 p.m. This meeting will be discussing items for next STIP 2009-2013. Basically looking at maintenance projects and not new highway projects.
Safe and Sound Program – should know something in the next few weeks regarding what will be done. There are 11 bridges in Osage, Maries and Gasconade counties and 4 bridges in Crawford, 1 in Pulaski, 5 in Phelps and 3 in Dent. Hopefully construction and repair will begin this summer on the majority of these bridges.
Safe Routes to School: MRPC staff is currently working on 8 applications for the Safe Routes to school. These are due on March 31, 2008.
