ST. JAMES—The Phelps County Public Housing Agency (PHA), which provides HUD section 8 Housing Choice Voucher rental assistance to people living in Crawford, Dent, Gasconade, Maries, Phelps (outside the city of Rolla) and Washington counties, will host a public hearing to accept comments on the PHA’s Annual Plan at 3:00 p.m. March 1 at Meramec Regional Planning Commission, 4 Industrial Drive, St. James. The plan, which is available for review at MRPC/Phelps County PHA, provides a progress report on the PHA’s mission and goals described in its five-year plan.
The Phelps County PHA continues to carry out its mission of assisting low-income families to obtain suitable affordable housing and to become more economically self-sufficient, according to the annual plan. To do this PHA implements strategies that include:
When fully leased, PHA provides 756 individuals and families with rental and utility assistance.
Written comments on the annual plan will be accepted through March 1 and can be submitted to MRPC at the address listed above.

Formed in 1969, MRPC is a voluntary council of governments serving Crawford, Dent, Gasconade, Maries, Osage, Phelps, Pulaski and Washington counties and their respective cities. A professional staff of 25, directed by the MRPC board, offers technical assistance and services, such as grant preparation and administration, housing assistance, transportation planning, environmental planning, ordinance codification, business loans and other services to member communities.
MRPC provides staffing to the Phelps County Public Housing Agency that provides rental assistance to over 750 low-income families in Crawford, Dent, Gasconade, Maries, Phelps (outside the city limits of Rolla) and Washington counties. The PHA also offers the Family Self-Sufficiency Program where clients develop a goal-oriented, five-year plan that moves them toward self-sufficiency and independence from government programs.
